I do think you underrate the importance of business climate. As you know, I don&#039;t subscribe to this notion of a race to the bottom on costs and taxes. Given that we compete with places like Mexico and China that enjoy structural cost advantages, it isn&#039;t possible to compete purely on that basis.  But you can&#039;t ignore costs either. If businesses will choose where to locate based on the quality of the buildings and public space, as you suggest, then surely taxes and regulatory regimes must have some impact.]]></description>
